Grant assurance self-check

A yearly look at your own records against the promises that come with federal airport grants.

A starting draft, not legal advice. Have your attorney or agency review before use.

This checklist helps you review your own records. It isn't an FAA compliance determination; only the FAA decides that.

Grant Assurance Self-Check for [Airport name]

Owner: [City or county name]. Review date: [Review date]. Reviewer: [Reviewer name]. Most recent grant: [Most recent grant number].

When an airport owner accepts a federal airport grant, it signs a set of promises called grant assurances. Most last for years after the project ends. Use this list once a year to see whether your files show you are keeping them. Mark each item, and note where the supporting record is kept.

Keeping the airport open and safe

  • The airport is open to the public for aviation use, and any closures were short and for safety.
  • Runways, taxiways, lights and markings are inspected on a schedule, and fixes are recorded.
  • Notices to pilots were issued for hazards and closures, and cancelled when cleared.
  • Obstructions near the runways have been checked, and any new ones are being addressed.

Fair access and no exclusive rights

  • Written minimum standards exist and were applied the same way to every applicant this year.
  • No business has been given a sole right to provide an aeronautical service.
  • Tenants and businesses offering the same service are charged on the same basis.
  • Owners are allowed to service their own aircraft with their own staff, within safety rules.

Fees, rents and airport revenue

  • A current rates and charges schedule exists and is applied to everyone.
  • Hangar and land rents are reviewed against fair market value on a schedule.
  • Airport revenue is kept in a separate account or fund and spent only on the airport.
  • Any transfers between the airport and other city or county funds are documented and explained.

Land, layout and nearby uses

  • The airport layout plan on file matches what is built today.
  • No airport land was sold, leased for non-aviation use or released without the FAA's consent.
  • Zoning or land-use rules near the airport discourage uses that conflict with aircraft.
  • The exhibit showing airport property boundaries is current.

Hangars

  • This year's hangar-use self-audit is complete and on file.
  • Any non-aeronautical hangar use found has a written follow-up.

Grants and records

  • Every open grant has its signed agreement, payment requests and progress reports on file.
  • Required financial and operating reports were filed on time.
  • Equipment bought with grant money is listed, in use for the airport and maintained.
  • Contracts paid with grant money followed the required procurement steps, with records kept.
  • The capital improvement plan was updated and shared with the FAA and the state aviation office.
