Rules and Regulations for [Airport name]

Adopted by the [City council or county commission] of [City or county name] on [Date adopted].

1. General

  1. These rules apply to everyone on airport property, including pilots, tenants, businesses, employees and visitors.
  2. Federal aviation rules come first. These rules add local requirements and do not replace them.
  3. The [Airport manager title] manages the airport day to day and may give reasonable directions to keep people and property safe.
  4. Report accidents, injuries, fuel spills and damage to airport property to the airport office at [Airport office phone] as soon as you can.

2. Aircraft operations

  1. Taxi at a safe speed and give way to aircraft landing or taking off.
  2. Do not start or run up an engine where the prop blast or jet blast could hurt people, damage property or blow debris into hangars.
  3. Park only in tie-down spots, hangars or areas the manager has marked for parking. Secure parked aircraft against wind.
  4. Do not leave a disabled aircraft on a runway or taxiway longer than needed. The owner pays any cost of moving it.

3. Vehicles on the airfield

  1. Only vehicles with a clear need may enter the aircraft movement areas, and only after the manager allows it.
  2. Drive no faster than [Ramp speed limit] on ramps and aprons. Aircraft always have the right of way.
  3. Never drive on a runway without permission and a radio, unless you are part of an emergency response.
  4. Close and lock every gate behind you. Do not let anyone follow you through.

4. Fueling and fire safety

  1. Fuel aircraft only outdoors, never inside a hangar, and keep the aircraft bonded while fueling.
  2. No smoking or open flame within fifty feet of an aircraft, fuel truck or fuel storage.
  3. Keep a working fire extinguisher at each fueling area and in each hangar used for maintenance.
  4. Clean up small spills right away. Report any spill that reaches soil, drains or water.

5. Hangars and tie-downs

  1. Use hangars mainly for aircraft and aeronautical purposes, as your lease describes.
  2. Store flammable liquids only in small amounts and only in safety containers made for fuel.
  3. Keep hangar doors and the area in front of them clear so aircraft can move in and out.
  4. Allow the manager to inspect hangars after reasonable notice, or at any time in an emergency.

6. Commercial activity

No one may sell goods or services on the airport without a written agreement with [City or county name]. Commercial aeronautical businesses must also meet the airport's minimum standards.

7. Environment, wildlife and pets

  1. Dispose of oil, fuel, solvents and batteries the way the law requires. Never pour them into drains or onto the ground.
  2. Do not feed wildlife. Report animals on or near runways to the airport office.
  3. Keep pets on a leash and under control, and never on the airfield side of the fence.

8. Drones

Drone operators must follow federal drone rules and must coordinate with the airport office before flying on or near airport property.

9. If rules are broken

The manager may warn, remove or bar a person who breaks these rules, and may refer serious or repeated problems for action under [Local ordinance reference]. Tenants may also face action under their lease.
